  4月28日,福建省人民政府新闻办公室召开新闻发布会,福建省台办副主任陈志勇在会上发布了新一批惠台利民政策措施。共有三个方面13条:

  1 便利台胞来闽交流和工作生活方面(4条)

  在闽政通App设立“台胞专区”。首批推出28项政务服务事项,为台胞台企提供办事服务、政策解读、台海资讯等一站式服务。

  在平潭综合实验区工作的台湾同胞个人所得税税负差额补贴“免申即享”。台胞登录闽政通App,通过“台湾居民个税补贴‘免申即享’授权”模块办理,经核准后补贴将直接发放到台胞个人账户。

  健全完善“台胞医保健保福建线上服务平台”。通过该平台,可实现以下功能:一是为在大陆的台胞代办台湾健保医疗费用核退报销;二是为在闽从业以及在闽居住的非从业台胞,便捷办理大陆基本医保参保登记、异地就医、关系转接等业务。

  面向马祖同胞推出“福马同城通”卡。马祖同胞可持卡享受福州全市范围公共交通及指定酒店住宿优惠、入住台胞免租房、子女入学等便利,推动打造“福马同城生活圈”。目前可在福州琅岐、黄岐对台客运码头,以及政务服务中心、市民卡各直属营业点等申领。

  2 扶持台资企业发展方面(6条)

  设立台商海峡两岸产业投资基金。基金由全国台企联发起设立,设在厦门,由大陆台商自发募集,首期已募集7.86亿元,重点投资科技与消费行业,关注优质台资企业的投资项目,推动两岸产业发展。

  依托海峡股权交易中心“台资板”进一步服务台资企业。提供“陆台汇”产品服务,由原有的商事注册、培训咨询、政策对接等24项服务,扩展为包括科技成果转化、产业资源对接、资质认证、绿色金融服务等48项综合服务。依托省基金云平台,设立两岸台企融资对接专区,组织50家股权基金为入选台企提供资本市场赋能方面的路演服务和投融资对接。依托省政府批准的上市后备企业培育孵化基地,设立台企服务中心,支持台企股改上市融资。

  在福州、厦门、泉州实施对台跨境贸易便利政策。优质企业单笔等值5万美元以上的对台服务贸易项目外汇支出,可事后核验税务备案表。优质企业对台服务贸易项下特定代垫或分摊业务,直接由省内18家银行办理,无需到当地外汇管理部门办理。

  加大对台资农业企业金融服务支持。省农行面向台湾农民创业园、闽台农业融合发展产业园内的台企台农,开办农村土地经营权、海域使用权抵押和农业设施抵押贷款业务。扩大林权抵押林木种类范围,园区内种植的水果、茶树、绿化园林苗木以及台湾牛樟、油茶等主要林木均纳入可抵押树种范围。放大押品抵押率,房地产押品的流动资金贷款等抵押率最高可放大至100%,流转取得的土地经营权抵押率最高可达60%,盛产期经济林抵押率最高可达60%。加大减费让利力度,园区内台企贷款利率最低可优惠至同期限LPR减100BP。

  支持闽台航运船舶和企业发展。登记在台湾地区的船舶靠泊福建省港口的,给予引航费全额补助(与需强制引航的大陆船舶类型相同的台湾船舶除外)。对当年度在福建省港口产生的集装箱吞吐量增长的闽台集装箱航线运输企业给予分档奖励,吞吐量在7万标箱(含)以上8万标箱以下的,给予一次性奖励100万元;吞吐量在8万标箱(含)以上9万标箱以下的,给予一次性奖励120万元;吞吐量在9万标箱(含)以上的,给予一次性奖励150万元。

  推动闽台共同开展标准共通合作。以闽台合作形式在电子信息技术、农产品、服务业、新能源等4个重点行业领域推进两岸标准共通。面向台湾同胞开展标准化专家征集工作,支持相关领域专家加入已在福建落户的电子商务、五金制品、食用菌等67个国家专业标委会和茶产业、会展业、太阳能光伏等30个省级专业标委会。

  3 鼓励台湾同胞来闽就业创业和培训实习方面(3条)

  组织实施海峡两岸互联网营销师培训就业创业扶持计划。举办“电商主播大赛·两岸赛区”活动,为来闽参赛的台湾青年提供实习实训机会,培训考试合格即可取得由人社部认定的互联网营销师资格证书(包括直播销售员、选品员、视频创推员、平台管理员等4个工种),纳入福建广电台湾青年直播电商人才库。2024年将面向参赛的台湾青年提供1000个培训名额,并计划为100家台湾企业提供“直播带货”帮扶服务。

  拓展台胞参与福建气象工作渠道。2024年提供10个岗位支持台湾气象人才到福建省气象部门实习。鼓励台湾气象专家担任福建省气象学会理事、会员,聘请台湾气象专家和台湾高校在读优秀博士担任省部级气象科技重点实验室特聘专家和团队成员。

  为台胞在闽参加多种类船员培训、申办大陆船员证书提供便利。在厦门、平潭等地向台胞提供常态化的海船高级船员、游艇驾驶员、邮轮乘务员培训服务,对已在台湾参加过相关培训的台胞认可其培训资历。面向台湾同胞、联合台湾企业在集美大学开设“双燃料”船舶船员培训班,2024年计划开班6期、培训240人。满足发证条件的台胞可就近向海事部门申办相关的大陆船员证书。

  陈志勇表示,以上政策措施涉及的部门都已做好工作准备,同时公布各政策措施的办事窗口、联系人及联系方式,进一步方便广大台胞享受政策利好。下一步,福建省将继续以台湾同胞福祉为念,率先同台湾同胞分享发展机遇和成果,让台湾同胞在共建两岸融合发展示范区中利益更多、福祉更实、未来更好。
